Under PDAT/vision ADR-0019 (accepted 2026-10-08), every product repo describes itself in catalog.yaml at its root, and every identifier is derived from one product name.

This is required now. gov-lint (PDAT/vision#129) fails when catalog.yaml is missing or invalid. CI that runs gov-lint@main stays red until the file is added.

Add catalog.yaml (schema in ADR-0019 §4):

Name. The product name can't contain a hyphen, so the repo pda-fieldbus-profiles doesn't match pda-<name>. Renaming it (for example to pda-fieldbusprofiles), and the package with it, is the team's decision; do it in its own PR.
